अर्थ/परिचय:- लोकपाल शब्द का अर्थ है लोगों का रक्षक, सार्वजनिक कार्यालयों से "भ्रष्टाचार को खत्म करना" इसका उद्देश्य है।चर्चा में क्यों :- लोकपाल का चयन करने वाली चयन समिति ने भारत के पहले लोकपाल प्रमुख का नाम का ऐलान किया है । सुप्रीम कोर्ट के पूर्व न्यायाधीश और राष्ट्रीय मानवाधिकार आयोग के वर्तमान सदस्य पिनाकी चंद्र घोष के नाम को मंजूरी मिली है । प्रधानमंत्री की अध्यक्षता वाली चयन समिति द्वारा यह फैसला लिया गया है। इसी समिति के द्वारा ही अन्य लोकपाल सदस्यों का चयन किया जायेगा । लोकपाल और लोकायुक्त अधिनियम,2013 के तहत लोकपाल की नियुक्ति का प्रावधान है।
लोकपाल एवं लोकायुक्त अधिनियम,2013:- केन्द्र और राज्यों के स्तर पर देश के लिए एक निगरानी और भ्रष्टाचार विरोधी रोडमैप तैयार करना ही इस कानून का उद्देश्य है। इसके तहत केन्द्र में लोकपाल और राज्यो में लोकायुुक्त की नियुक्ति का प्रावधान हैं।
लोकपाल संस्था की सरंचना :- एक अध्यक्ष और अधिकतम 8 सदस्य हो सकते हैं। एक चयन समिति सदस्योंंं की नियुक्ति करती हैं। जिसमेंं प्रधानमंत्री,लोकसभा अध्यक्ष, लोकसभा में विपक्ष केे नेता, भारत केेे मुख्य न्यायाधीश या उनके द्वारा नामित कोई सर्वोच्च न्यायालय के न्यायाधीश और कोई प्रतिष्ठित न्यायवेता शामिल होते हैं। चयन समिति की सिफारिशोंंंं पर राष्ट्रपति द्वारा अध्यक्ष और सदस्यों की नियुक्ति की जाती है।
कार्यकाल:- पद धारण करने की तिथि से 5 वर्ष तक या 70 वर्ष की उम्र (जो भी पहले हो) तक का कार्यकाल होता है ।
वेतन एवं भत्ते:- लोकसभा अध्यक्ष के वेतन ,भत्ते, सेवा शर्तें भारत के मुख्य न्यायाधीश के समान जबकि अन्य सदस्यों के सर्वोच्च न्यायालय के अन्य न्यायाधीशों के समान होंगे
लोकपाल के 50% सदस्य न्यायिक सेवा से और एससी, एसटी ,ओबीसी अल्पसंख्यक व स्त्रियों के बीच में से अन्य 50% होंगे।
लोकपाल की पृष्ठभूमि:- दुनिया में नागरिकों की शिकायतों की जांच के लिए सबसे पुरानी संस्था स्कैंडिनेवियन देशों की है जिसका नाम ओंबड्समैन है यह विचार यही से आया है । भारत में 1960 के दशक में सबसे पहले लोकपाल संस्था का विचार आया था। 1966 में मोरारजी देसाई की अध्यक्षता वाले पहले भारत प्रशासनिक सुधार आयोग की सिफारिश पर दो स्तरीय यानी विशेष पदाधिकारियों लोकपाल और लोकायुक्त की नियुक्ति हुई थी । भारत में पहला लोकपाल बिल चौथी लोकसभा में 1968 में पेश किया गया था। 1971 से लेकर 2011 तक लोकपाल बिल को 9 बार पेश किया गया था
लोकपाल के क्षेत्राधिकार अथवा दायरे :- लोकपाल के क्षेत्राधिकार के अंतर्गत प्रधानमंत्री, मंत्रीगण ,संसद सदस्य और ए, बी, सी, डी श्रेणी और केंद्र सरकार के अफसर आते हैं हालांकि कुछ मामलों में प्रधानमंत्री लोकपाल के क्षेत्राधिकार से परे है । कुछ राज्यों में 2013 के अधिनियम के पारित होने से पहले ही लोकायुक्त कार्यरत थे हालांकि अधिकांश राज्यों में आज भी कोई लोकायुक्त नहीं है ।लोकायुक्त संस्था को स्थापित करने वाला पहला राज्य महाराष्ट्र था महाराष्ट्र लोकायुक्त और उप लोकायुक्त एक्ट 1971 के तहत इसकी स्थापना की गई थी।

President and members are appointed by the President on the recommendations of the selection committee.

Salary and allowances: - Salaries, allowances, terms of service of the Speaker, like the Chief Justice of India, while other members will be similar to other judges of the Supreme Court.

Background of the Lokpal: - The idea that this is the oldest institution of Scandinavian countries, whose name is Ombudsman, is to investigate the complaints of citizens in the world. In India, the idea of first Lokpal institution came in the 1960s. In 1966, on the recommendation of the first Indian Administrative Reform Commission headed by Morarji Desai, two-level i.e. special office-bearers Lokpal and Lokayukta were appointed. The first Lokpal bill in India was introduced in the fourth Lok Sabha in 1968. From 1971 to 2011 Lokpal Bill was introduced 9 times
Jurisdiction of the Lokpal: - Under the jurisdiction of the Lokpal, the Prime Minister, the Minister, the Members of Parliament and the officers of the A, B, C, D and Central Government come, though in some cases the Prime Minister is beyond the jurisdiction of the Lokpal. Even before the passage of the Act of 2013, Lokayukta was employed, although most of the states still do not have any Lokayukta. The first state to set up the Lokayukta Trust was Maharashtra, it was established under the Maharashtra Lokayukta and the Deputy Lokayukta Act 1971. .
